The pads dampen and absorb some of the resulting vibrations of rough terrain. 
Just remember that if you want to install riser/shock pads to your board, you'll want to increase your hardware length as well. A good rule of thumb for choosing the right hardware to use with your riser pads is to simply add an inch to the height of the riser pads you're using.
